In a statement issued a short while ago Holness stated – “In our representative form of democracy, the majority in Parliament can pass laws and make determination on rights as long as it is in keeping with the Constitution.
“However, this doesn’t mean that governments should not consult the people, especially where the issue involves changes to the constitutional structure of the government, where it affects the rights of citizens, the sovereignty or territorial integrity of the country, or where the issue the has great social impact.
“The establishment of the CCJ and the repeal of the buggery law are two issues which meet the criteria for a referendum. These are issues that the people should ultimately have a say.”
