Government Expands Security Focus to Human Well-Being

Basseterre – The Government of St. Kitts and Nevis has officially expanded its national security framework, moving from a narrow focus on citizen security to a broader National Secretariat for Human Security and Well-Being.

Prime Minister The Hon. Dr. Terrance Drew, who holds responsibility for the secretariat, explained that the new approach ensures protection and support for everyone on our islands — citizens, residents, and visitors alike.

“Human security expands beyond just citizens alone,” Dr. Drew said. “Once you’re in St. Kitts and Nevis, your security is also part of our responsibility.” The secretariat now places stronger emphasis on overall individual well-being, while continuing to build on recent successes in reducing crime and violence.

A dedicated office on Bay Road, supported by regional and international partners, will lead this holistic strategy. Co-chair of the Human Security and Well-Being Task Force, Senator Hon. Isalean Phillip, confirmed that the core mandate remains rooted in a public health approach to crime prevention through community-based interventions.

Data from national surveys has highlighted a period of heightened vulnerability for young people during the summer months (typically end of April to September), when students are out of school and at greater risk of idleness or gang recruitment. In direct response, the secretariat is launching its first annual “Own Your Summer” Intervention Initiative.

This programme will partner with community groups to expand positive activities during the long school break, giving youth safe, constructive options and keeping them engaged in meaningful ways.

The all-of-society approach aims to sustain the decline in crime, reduce vulnerability among young people, and improve the overall quality of life for every resident and visitor. For families across St. Kitts and Nevis, this represents a more caring and comprehensive government strategy — one that protects physical safety while actively supporting youth development, mental health, and community strength.

Officials say the initiative will play a key role in building long-term peace and resilience in our Federation.
