Basseterre, St. Kitts, Mar 08, 2024 (ZIZ Newsroom): The Caribbean Community (CARICOM) member states are actively discussing the full free movement of CARICOM people.
On Thursday, March 7, 2024, Prime Minister of St. Kitts and Nevis, the Hon. Dr. Terrance Drew, presented the country’s position to members of the media during his Roundtable discussion.
“Anything we do is in the best strategic interest of St. Kitts and Nevis…so St. Kitts and Nevis’ position is we are obviously asking for more information and data; how this will be implemented and bring our own issues forward and how will this affect St. Kitts and Nevis. Those are the discussions going on,” Prime Minister Dr. Drew said
“We would want to see an integrated region,” Prime Minister Dr. Drew added, noting that “it has to be done in a way where each country will see better and not be in a worse position or in a position where the citizens are not convinced that it is to the benefit of them and for their country.”
CARICOM Heads of Government are expected to meet by March 15, 2024 for anticipated sign-off on the arrangements to facilitate the free and full movement of CARICOM nationals.
During ZIZ’s ‘The Edge’ talk show on Thursday (March 7), St. Kitts and Nevis’ Ambassador to CARICOM His Excellency Larry Vaughan presented a number of recommendations made by the Intergovernmental Task Force on the issue of full free movement of CARICOM nationals.
Mr. Vaughan stated that the task force is recommending a three-year transition period that will enable the member states to take the required steps to adopt free movement for all CARICOM nationals to live and work indefinitely.
Furthermore, he stated that the suggestion would provide all member states with a seven-year transition period to implement the basic guarantees offered to CARICOM nationals.
“Basic guarantees to be afforded to all CARICOM nationals include to the right to work, to reside, to access primary and public secondary education and emergency healthcare and also a guarantee of primary healthcare subject to agreement being reached on the definition of primary health care so there is still some work to be done to determine what will fall within the parameters of primary healthcare and then to determine what that would be.”
Mr. Vaughan additionally points out that “there would have to be a notification period where notification occurs between the member states and then we can then move into it. So March 31 isn’t carved in stone, in that everything will just fall open.”
Barbados Prime Minister Mia Mottley who is the Lead Head of Government with responsibility for the CSME in the CARICOM Quasi Cabinet told representatives of the media that the Community is on track to fulfill the mandate Heads of Government gave at their historic 50th anniversary Meeting in Trinidad and Tobago in July last year for free and full movement of CARICOM nationals.
She was speaking during a press conference of the 46th Regular Meeting of the Conference of Heads of Government of CARICOM.

“ZIZ intends to go into its 63rd anniversary refreshed, renewed, and meeting industry standards,” said Mr. Javon Liburd, Chairman of the Board of Directors of ZBC, adding, “I want ZIZ to continue being the number one source and platform that people go to for information.”
He added: “ZIZ has a rich history of serving the people, of being trustworthy and delivering news that is timely and competent and I think people should expect that from ZIZ. As we celebrate our 63rd year, I consider it to be the year of redemption as we engage in a process of revamping and reorganizing our structure to deliver to the people information and quality content.”
Mr. Liburd, in an interview with ZIZNewsroom, used the opportunity to highlight the significant advancements made to the company over the last two years.
“ZIZ has begun increasing and enhancing its competency in both human resource product and its technical component so we have significantly invested in policies and programmes that would boost productivity and efficiency. I make mention of the systems, network overhaul, and equipment.
We engaged the staff at all levels and from those conversations, they informed our position moving forward. We rolled out a policy document that operates as the Code of Ethics; a pay structure that has never existed at ZIZ and a retirement policy that also has never existed at ZIZ.”
Mr. Liburd said the Board of Directors of ZBC will continue to invest in the operations of the company to ensure that it continues to compete with the current trends and changes in the media industry.
The Public Works Department undertook the planning and construction of the new building at Springfield. The Department of Electricity and Telephones and Cable and Wireless also assisted in significant ways to make ZBC a reality.
At a significant ceremony on Sunday, March 05, 1961, attended by government officials, well-wishers, and supporters, ZBC became a reality. Administrator Lieutenant Colonel H.A.C. Howard opened the proceedings. The Hon. F.T. Williams then handed the keys to the building to Chief Minister C.A. Paul Southwell who delivered the feature address in which he gave a brief history of the project and acknowledged the contribution of all those involved.

The Nevis Sixth Form College’s Literary and Debating Society is the winner of the 52nd annual Leeward Islands Debating Competition (LIDC).
Nevis successfully opposed the moot: “The feminist movement has become focused on attacking men rather than promoting the equality of women.”
They advanced to the finals after defeating Montserrat in debate one and St. Maarten in debate three to compete in the finals against the Clarence Fitzroy Bryant College’s Literary and Debating Society in St. Kitts.
Ms. Mikaela Maynard of the Nevis Sixth Form College received the Best Speaker award for the finals and second speaker went to Mr. Jeran Webb also of the Nevis Sixth Form College while Best Speaker overall went to Ms. Mya Lake of the Albena Lake-Hodge Comprehensive School’s Literary and Debating Society in Anguilla.
The other participating literary and debating society represented Antigua.
The Ministry of Education in the Nevis Island Administration will host a Grand Motorcade and Welcoming Ceremony today (March 4) at 1 p.m. at the Oualie Water Taxi Pier.

Basseterre, St. Kitts, Feb 20, 2024 (ZIZ Newsroom): The Hon. Isalean Phillip, Minister of Social Development, has stated that the government of St. Kitts and Nevis will continue making cash transfers to the most less fortunate under the Livelihood Improvement for Family Transformation (L.I.F.T) initiative.
During ZIZ’s ‘The Edge’ talk show on Monday (Feb. 19), Minister Phillip said that the L.I.F.T program will be an evolution of the Poverty Alleviation Program (P.A.P).
“The L.I.F.T. program is intended to be an evolution of what the Poverty Alleviation Program was intended to do. It is a cash transfer assistance program where it will be a social assistance cash benefit to the people who are successful in terms of applying…so that will continue,” Minister Phillip said.
She added: “The nature of the assistance will continue; people will still be able to receive some cash transfer assistance but the parameters around that will just look a little different especially since we are really seeking to actually achieve some level of poverty reduction and empowerment of people through the program which is something that the PAP actually lacked.”
Minister Phillip took the opportunity to clarify why the Ministry of Social Development is reforming the P.A.P.
“Initially, the PAP wasn’t implemented in any real systematic way. It was a bit unfair in terms of the process. You never really knew who was on it…and what we found was that there were some people who were really in need of the assistance who weren’t getting it and that there were people who were receiving the assistance who really didn’t have a significant vulnerability so it was really unfair in that way and there was no transparency.
We also found that across the Federation, we have multiple family units living within one household so that became a challenge where we would find people would apply and be eligible because they are earning less than the original stated amount ($3000) but they share a same address or living quarters with another family unit,” Minister Phillip said.
She went on to state that the PAP was not assisting the most vulnerable in escaping poverty because there were no opportunities for empowerment, case management, or monitoring and assessment of those on the PAP.
According to Minister Phillip, the Ministry of Social Development plans to target the most vulnerable individuals by lowering the monthly income threshold from $3,000 to $2,500. The goal of this new program is to target unemployed people with children, single-parent households, and people with disabilities.
“The threshold has now moved to $2,500. Also, we piloted it in the last cycle of the PAP approach last where we, as part of the restructuring, identified priorities categories of the most vulnerable,” she said, adding that, “we want the benefit to reach those who could benefit and we really want to make sure those groups are receiving the assistance.”
The St. Christopher and Nevis Social Security Board and UNICEF are working with the Ministry of Social Development to help in the restructuring process.
“UNICEF was a consultant as part of the restructuring so they were able to help us affirm the trends and trajectory that we identified and to also help us come up with some operating procedures for the transition to L.I.F.T.,” said Minister Phillip.
She noted that the Social Security Board has income and banking information and will assist with the process.
The L.I.F.T. program will accept applications online beginning April 1, 2024.

Basseterre, St. Kitts, Feb 15, 2024 (ZIZ Newsroom): Student council representatives from across St. Kitts and Nevis will convene in a national student congress slated for February 28 and 29, 2024, Minister of Youth Empowerment Hon. Isalean Phillip announced during the prime minister’s press conference on Tuesday, February 13, 2024.
“We will be bringing together representatives from all of the student school councils at both primary and high school level to be able to come together to discuss problems and solutions as it relates to violence in the schools and crime in the federation,” Minister Phillip said.
Minister Phillip says the hosting of the national student congress is part of St. Kitts and Nevis’ crime prevention strategy.
“This initiative in terms of hosting this activity in bringing student councils together is part of the crime prevention strategy that the National Task Force on Violence as a public health issue is focusing on.
The congress is hosted in partnership with the Ministry of Education as well as in collaboration with representation from the Ministry of Justice and Legal Affairs, the Department of Probation and Child Protection Services, and the National Task Force on Violence as a public health issue.”
Day one of the national student congress will cater to primary school students on St. Kitts and day two will cater to students at the secondary school level as well as the Clarence Fitzroy Bryant College and the Nevis Sixth Form College.
Minister Phillip said, “The intention with this congress is to be able to engage our young people and get them thinking about conflict, what are the problems, how we see violence manifesting in our schools and for them as youth leaders to begin to think about what they can do and what changes can be made as to how we can all be part of the solution to be able to combat violence in all its forms…”
Sessions at the National Student Congress will run from 9 a.m. to 3:30 p.m. daily and are expected to see more than 150 students in attendance.

Basseterre, St. Kitts, Feb 14, 2024 (ZIZ Newsroom): Attorney General and Minister of Justice and Legal Affairs Hon. Garth Wilkin on Tuesday (Feb. 13) provided an update on the coroner’s inquest into the death of customs officer Andrew Douglas who was found dead at the customs department in September 2020.
“In relation to the coroner’s inquest for Andrew Douglas, it was completed on January 9. The jury found that there was unlawful homicide but they do not know who did it, therefore, the depositions that were taken during the inquest and the jury’s forms, which they fill out, with their views after the inquest, were sent to the DPP’s office for consideration,” Attorney General Wilkin said during the February 13, 2024 press conference.
Attorney General Wilkin says there are other coroner’s inquests pending and an update would be provided when they have been completed.
“I know that there are eight more scheduled inquests before the magistrate’s court…”
The coroner’s inquest into Andrew Douglas’ death began in late 2022, according to Attorney General Wilkin during a January 2023 press conference.
More than three years ago on September 22, 2020, the police released a statement that “Resident pathologist, Dr. Adrian Nunez, performed an autopsy on the body of Andrew Douglas of Molineaux on Monday, September 21, 2020. Dr. Nunez concluded that death was as a result of severe traumatic brain injury caused by a single gunshot wound to the head.”
The 2customs officer, 21, was found dead at the customs department Thursday, September 17, 2020, after police responded to a report of a shooting after 1:00 pm.
A police statement Friday, September 18, 2020, said, Andrew Douglas was found with a single gunshot to the head and he was taken to the JNF general hospital where he died.
The circumstances of the customs officer’s death sparked widespread public concern and speculation and questions remain unanswered about the incident.

Dr. Terrance Drew carries a substantial portfolio, overseeing the crucial areas of Finance, National Security, Citizenship and Immigration, Health, Human Resource Management, and Social Security. Dr. Drew’s influence extends beyond the borders of his nation; he serves as the Lead Head for Human Resource Development, Health, and HIV/AIDS issues within the Caribbean Community (CARICOM) Quasi Cabinet. ]]>In an inspiring development for local agriculture, the Ministry of Agriculture, Fisheries & Marine Resources applauded the determination and spirit of collaboration on Wednesday evening as it recognized over 120 farmers with certificates of participation. These farmers are the trailblazers in the ambitious “25 by 25” initiative, which aims for a 25% reduction in food imports by 2025.
The Department of Agriculture convened its first of two 25 by 25 Crop Farmer Commodity Meetings on Wednesday (February 7th) evening where the farmers who have committed to planting watermelon, cantaloupe, tomatoes and sweet peppers were given the opportunity to dialogue with top officials about their involvement in this critical goal.The participating crop farmers were also presented with certificates from the Department of Agriculture solidifying their partnership in this venture.
This initiative is not just a policy but a partnership, fostering a relationship between the government and the agricultural community. Each certificate signifies the government’s assurance to support these farmers with the necessary resources and materials to catalyze local crop production.

]]>Landrith Isaac, Assistant Water Engineer at the St. Kitts Water Department, is attending a two-week program in India to enhance his knowledge and expertise in water sewage treatment. The program provides a comprehensive understanding of crafting innovative and environmentally friendly water and sewage treatment solutions. It will equip Isaac with the necessary skills and knowledge to find creative ways to address the local water shortage.
Isaac has been with the St. Kitts Water Services Department for six months, but in that short time, he has found a community of supporters. His superiors supported his decision to attend the certificate course Rashtriya Chemicals and Fertilizers Limited offers in Mumbai, India, with the support of the Indian government.
The course is open to applicants from 160 countries in junior or middle-level positions focusing on water conservation or sewage treatment techniques and allied sectors. Applicants are also required to have a bachelor’s degree. Isaac, who earned a bachelor’s degree in civil engineering, felt honoured to be among the 25 successful applicants.
Water sewage treatment has emerged as a critical issue worldwide as the demand for freshwater continues to rise and the impact of climate change becomes increasingly palpable. Speaking to the Communications Office in the Ministry of Public Infrastructure et al. on February 6, 2024, Mr. Isaac said water sewage treatment methods might initially benefit the agricultural sector of St. Kitts and Nevis given the nation’s renewed focus on agriculture and its thrust to reduce its food import bill by 25% by 2025.
As a native of Cayon, St. Kitts, Isaac has first-hand knowledge of how scarcity of potable water can affect households and communities. He also intricately understands the nature of the work that engineers like him must do to ensure that communities like his have steady fresh water supplies.
As Isaac immerses himself in this transformative experience, he is learning about the fundamentals of water treatment, sewage treatment methods, sludge management, water pollutants, and their environmental effects. He participates in interactive lectures, group exercises, case studies, and visits to factories, research institutes, and city municipal corporations.
He shares ideas, experiences, and best practices with colleagues, lecturers, and professionals from multiple countries and cultures while considering how best to implement them here in St. Kitts and Nevis. After the course ends on February 10, 2024, he will return to St. Kitts and Nevis, where he plans to share his knowledge with colleagues at the St. Kitts Water Services Department.

]]>The National Emergency Management Agency (NEMA) is appealing with motorists and pedestrians traveling to and from the South East Peninsula to exercise extreme caution due to reports of rockfall in the area.
In a press release issued on Thursday, NEMA also stated that given the amount of rainfall received, and still expected, due to the trough system currently passing through the area, persons are also asked to refrain from parking in waterways (ghauts).

]]>In a significant move to transform the marine sector, the Department of Marine Resources St.
Kitts and Nevis is gearing up to establish sea moss production exhibition sites over the next few
weeks as a pivotal component of its Transformation Strategy 2024.
This was revealed by the Director of Fisheries and Marine Resources, Mr. Randel Thompson at a
the 2024 Work Plan Presentation, hosted by the Ministry of Agriculture, Fisheries and Marine
Resources on Tuesday, 23 January 2024.
He said, “Our plan is aquaculture. Getting into aquaculture and establishing it to a next level, so
we are looking at sea moss production and one of the things that we are looking to do within the
first quarter of this year is to establish exhibition sites and we will starting between the areas of
Old Road to New Guinea. We want to establish a site there and that site will establish how sea
moss production can be done.”
Mr. Thompson also shared that an exhibition site would be set up in Dieppe Bay due to the
benefits that can be derived from the conditions of the sea in that coastal area. He added that
stakeholders will be invited to view the development of the sites to learn about the innovative
and sustainable methods of sea moss farming.
“We would also be inviting stakeholders, young entrepreneurs and fishers to be a part of the
process so that they can see that sea moss production is a viable way forward that can
supplement their income and become something that they can do full-time”, Thompson
expressed.
The Director said once the federation harnesses the potential of sea moss through training and
research conducted at the sea moss production exhibition sites, St. Kitts and Nevis is poised to
record substantial economic growth, and skilled fisher folk can further contribute to a more
sustainable and resilient marine sector.
