Basseterre, St. Kitts, September 26, 2019 (ZIZ News):In this week’s episode of “Policing with You”, Inspector James Francis was joined by National Disaster Coordinator of NEMA, Mr. Abdias Samuel to speak on the role that security agencies play in disaster management.
Samuel first spoke about the role of NEMA explaining that it is a coordinating body for national emergencies in St. Kitts and Nevis, he went on further to explain how NEMA will respond in the case of an emergency.
“NEMA has what you call a national plan, that national plan is our bible, that’s our guiding principle that’s what guides our actions so once we are impacted the national plan is activated and once activated it guides all the different activities that will happen in St.Kitts and Nevis such as the activation of what we call the National Emergency Operations Center (NEOC) which is the hub of operation; let’s say it’s like the government headquarters of day to day operations for national emergencies.”
The National Disaster Coordinator explained the role that the commander plays in the National Emergency Operations Center.
“The commander, he’s the person who deals with operations so once anything comes in for example a call and when the calls come in its directed to the operations person in the NEOC , he then looks at it and prioritises and deploys the resource required to address that request that comes into the NEOC.”
Samuel also explained how security personnel assist in neighbouring territories which have been faced with a disaster.
“What happens in these situations is that the local resources as we said are overwhelmed because you have the daily operations you have to deal with and now you have this major devastating impact to your country which now creates and increases the responsibility to the security forces hence the reason we have to rely on ourselves in the region, that’s why we have the Caricom community to be able to carry on the regular activities and to be able to help police the situations.”
